1. First of all check keyboard properly connect or not, if everything ok move next step
2. Go to “setting” – “Ease of Access” and click on “Keyboard” turn on the “Filter keys” as shown in below screenshot, restart the pc, if still not working follow the next step
3. Right click on “This PC”-“Manage” than click on “Device Manager”, right click on the keyboard and click on “Update Driver Software” select “Browser my computer…” than select “Let me pick….” and click on “Next” and “Next”…. Or
4. Just “Uninstall” keyboard and click on “Action” and select “Scan for hardware changes” this will install keyboard driver once again, hope this will fix your issue.

My wireless keyboard and mouse, attached via dongle to docing station, do not work on startup but then do work on restart.

... I meant docking station. I have an Alogic Dock, an hp Spectre X360 laptop with Windows10 Pro. All Windows and hp updates have been applied, even recent BIOS update for hp.
